Through extensive consultation the scheme has been developed to create a sustainable environment for the work of the RSPB at the Bempton Cliffs Seabird Heritage site as well as accommodating visitors to the area.

The work of the RSPB responds to a desire to maintain and create good habitats to encourage the biodiversity of the area, responding to climate change and human activity. The proposals fulfil the need to provide the facility from which to carry out and promote internationally important work of habitat protection, monitoring and education as well as a local need to enhance visitor facilities in the area.
